scar2022 logoThe XXXVII SCAR Delegates Meeting was held in Goa, India and online, making it the first Delegates’ Meeting to be held in hybrid format. The Directors, Executive Officer, Delegates from 15 members and a few observers attended in person. Belgium, France and the UK met at a regional hub in Belgium, supported by SCAR’s Project Officer. All other participants attended online.

The meeting took place over three days, with two sessions of three hours on each day. The 6th session was set aside as an overflow session in case business was not concluded by the end of session 5.

Summary

Since the 2021 SCAR Delegates Meeting, the SCAR Secretariat has continued to support SCAR’s remit of facilitating high-quality international research and providing objective and independent scientific advice to the Antarctic Treaty Consultative Meetings and other organisations, working closely with the Executive Committee (ExCom).

The Secretariat is responsible for the day-to-day running of SCAR’s operations and acts as a hub for information, discussion and enquiries from the SCAR community and beyond. The Secretariat supports a wide range of SCAR functions, including support to SCAR groups, supporting meetings and events, supporting SCAR’s provision of policy advice, capacity-building work, outreach and communications. The Secretariat also supports the administration of SCAR’s internal processes such as finance, information management and other back-office tasks.

The Secretariat has continued working to support ExCom and SCAR Groups throughout the COVID-19 pandemic, while accommodating internal staffing challenges resulting from the long-term sickness of the Executive Director, who returned to work on a part-time basis in May 2022. The pandemic and transition to online and, more recently, hybrid meetings, have extended the scope of the Secretariat’s activities, for example in the context of the organisation of online components of events and the coordination of online and physical components.

Summary

This paper briefly summarises how memberships’ contributions and expenses have evolved since 2012.

The percentage of funds spent on SCAR activities has increased significantly since 2012 (approximately 15%), but the national contributions have not increased. Further, the accumulated UK inflation rate in the 2012–2021 period was 19,6% and is estimated to reach more than 31% by 2024.

Recommendations

SCAR Delegates to note the present situation and make a conditional decision on the different proposals, including to amend the fees at the indicated levels in principle from 2024 to balance the organisation’s budget.

Summary

SCAR finances are healthy, albeit after a difficult 2020 and 2021 due to Brexit and the COVID-19 pandemic. The Executive Committee continues to accommodate new ways of working and support those likely to be most compromised.

At present, there are large cash balances in the SCAR UK bank accounts due to the widespread inability of subsidiary groups to spend their allocations over recent years. By default allocations not spent at the end of 2022 will be reclaimed to a central contingency fund.

A paper has been prepared for consideration by Delegates to consider increases in National Contribution levels, essentially unchanged since 2012, in the coming years.

The Finance Committee will meet at the Delegates Meeting to review and approve the Statements and Budgets submitted to the Delegates Meeting, in advance of the Finance discussions.
