Summary:

At CEP XXIV New Zealand, Argentina, Norway and the United Kingdom presented WP 26 Assessing the risk of climate change impacts on Antarctic heritage values, which proposed a two year work plan to progress the development of a climate change risk assessment tool for Antarctic heritage (to deliver the action on Antarctic heritage sites specified in the Climate Change Response Work Programme (CCRWP). The Committee expressed full support for the proposed work. This paper provides an update on progress, as well as an updated work plan.

IP104: Update on the Southern Ocean contribution to the United Nations Decade of Ocean Science for Sustainable Development

Summary:

Following the publication of the Southern Ocean Action Plan in April 2022, the Southern Ocean Task Force has both promoted the Action Plan and worked to ensure the Southern Ocean has appropriate representation within the UN Decade of Ocean Science for Sustainable Development Framework. Having consulted with the Decade Coordination Unit and other stakeholders, the Scientific Committee on Antarctic Research (SCAR) and the Task Force are working to develop a Decade Collaborative Centre for the Southern Ocean as it provides the best opportunity to facilitate collaboration and coordination. These efforts represent an opportunity to connect Southern Ocean science with global ocean science, reinforcing cooperation and collaborations by Parties and NGO stakeholders between the Antarctic region and adjacent regions, and complementing Article III of the Antarctic Treaty.

Summary:

This paper describes the outcomes of a recent SCAR workshop to consider the potential provision of information to inform elements of ‘State of the Antarctic Environment Reporting’ (SAER). SCAR recommends that the Committee:

  • Notes the recent SCAR workshops held to consider how best the scientific community might contribute to SAER (see the Workshop Report at  Attachment A to this Working Paper).

  • Considers the proposal by SCAR to develop a mechanism for the provision of information relevant to SAER; and

  • Requests the views of CEP Members regarding (i) the usefulness of this proposal and (ii) if considered beneficial, what information would be most useful for supporting the Committee in their provision of advice to the ATCM on the state of the Antarctic environment.

Summary:

At ATCM XLIV (2022) in Berlin, Parties decided to continue the work of the Intersessional Contact Group (ICG) on Education and Outreach, following a number of terms of reference related to education and outreach. This paper aims to provide a summary on the discussions within the ICG and recommends considerations by the ATCM of the outcomes of the intersessional work. Overall, there were three topics discussed (education and outreach activities, exchange information on equity, diversity and inclusion, and on review ICG work and future developments), with 26 posts (from October 2022 up to 28 March 2023) from 20 Parties, Observers and Experts comprising 619 views within the forum.

Summary:

Many coastal regions in Antarctica remain inadequately surveyed or totally un-surveyed, which really hampers the development of our knowledge on how the Antarctic Ice Sheet and Southern Ocean will behave in the warming world in the coming centuries. Within SCAR, RINGS is an effort aiming to develop a coordinated framework that will facilitate and enable complementary and comprehensive airborne surveys in the coastal zone of the Antarctic Ice Sheet. On this basis an initiative has been taken to develop some early efforts in Dronning Maud Land (DML) and Enderby Land, through broad collaboration and contributions by national programs active in these regions and beyond. It is suggested that Parties lend their support to the pan-Antarctic RINGS initiative and encourage coordinated regional efforts to close data gaps, using the DML and Enderby Land effort as useful example and test case for the broader Antarctic needs.

WP042: SCAR Updates on Antarctic Climate Change and the Environment

Summary:

In convening a special joint session on climate change, the ATCM and the CEP have a major opportunity to agree on effective and coordinated actions to limit the impacts of climate change in Antarctica, the Southern Ocean, and the rest of the planet. This issue requires immediate implementation of collaborative international responses to address critical research needs. The 18 recommendations from the 2022 ACCE Decadal Synopsis are summarized here within the overarching themes of: 1) research needs and coordination, 2) actions and policy proposals, and 3) outreach and communication. SCAR will continue to provide regular scientific updates to the ATCM and the CEP on Antarctic climate change and the environment, focused on the realised impacts of change in Antarctica, and information to support the Parties in taking action on mitigation and adaptation. We encourage the Parties to continue their efforts to implement all of the 2022 ACCE recommendations with urgency.

Summary:

The aim of SCAR’s Antarctic Near-shore and Terrestrial Observing System (ANTOS) is to establish an integrated and coordinated trans-continental and trans-regional environmental surveillance system to identify and track environmental variability and change at biologically relevant scales. This valuable information will be used to provide a more complete understanding of changes occurring in the Antarctic region, by informing biological, physical, and earth science studies and supporting decision making. SCAR, New Zealand, Australia, Italy, the Republic of Korea, and the United States recommend that the CEP:

  1. acknowledges and welcomes the concept and goals of ANTOS;
  2. encourages national programmes to engage in ANTOS, and to support the establishment of ANTOS sites within their areas of operation and make data available from such sites as soon as possible.
