The SCAR Science Lecture to XLII ATCM outlines the implications of the 2015 Paris Climate Agreement1 for biodiversity and its protection in the broader Antarctic region, and for biodiversity conservation globally. The Lecture builds on the physical science and sea level implications of the 2015 Paris Agreement Lecture presented by SCAR at the Fortieth ATCM held in Beijing, China in 2017 ( ATCM XL Information Paper 161).

Recognizing the broad and extensive consultation that has been undertaken in the development of SCAR’s Code of Conduct for the Use of Animals for Scientific Purposes in Antarctica (available at Attachment A) SCAR recommends that the CEP considers the Code of Conduct for dissemination and encouragement of adoption when planning and undertaking work that involves animals in Antarctica.

The draft Code of Conduct is in attachment ATT034.

Summary:

Sixty years of research in, from and about Antarctica and the Southern Ocean have delivered extraordinary benefits to humankind. These range from fundamental understanding, such as of the nature of the Universe and the ability of life to exist in subglacial environments, to those with globally significant implications for the future of humankind, such as ozone depletion and the role of the Antarctic cryosphere in sea level variation. The successes of international scientific cooperation in the harshest environment on Earth demonstrate how nations working together can accomplish more than any nation working alone, providing a roadmap for action in an uncertain future.

Summary:

In 2010, COMNAP and SCAR jointly produced the “Checklists for supply chain managers of National Antarctic Programs for the reduction in risk of transfer of non-native species” (“Checklists”) in various formats. The Checklists can be found in ATCM XXXIV WP012 jointly presented by COMNAP and SCAR. The paper also requested the CEP to consider inclusion of the Checklists into the (then proposed) “Non-Native Species Manual” and this was agreed. The Checklists were always intended to be regularly reviewed and to evolve based on current, peer-reviewed science. In this paper we present the reviewed and updated Inter-continental Checklists 2019.

The Inter-continental Checklists 2019 are in attachment ATT068.

Summary:

The Antarctic Environments Portal continues to support the work of the Committee for Environmental Protection by making available to all CEP Members and Antarctic Treaty Parties, up-to-date, state-of-knowledge reports on issues of relevance to the Committee’s work programme. The Tinker Foundation grant that has supported the operation of the Portal since 2015, will come to a conclusion in 2019 and plans for transferring the Portal to SCAR are established, contingent on appropriate resourcing being in place. Opportunities to enhance the structure and utility of the Portal continue to be explored.

The Content Management Plan is set out in Information Paper IP023.

Summary:

Scientific knowledge regarding the effect of noise on marine wildlife continues to advance, based almost exclusively on studies outside the Antarctic region. Despite these advances in knowledge, the state-of-knowledge regarding the spatial and temporal distribution of sound sources, the real-world characteristics and distribution of anthropogenic noise and the environmental factors that determine its effects on receptor organisms and/or populations, is judged by experts to be fair to good. How marine wildlife will respond to exposures to noise remains largely unknown with no information for many important species. While there is improved knowledge of the effects of noise on several cetacean species, there remains a lack of research on marine species endemic to Antarctica, including little knowledge of population level effects and variations in effects with life stage. Due to the lack of fundamental knowledge, current approaches to mitigation and management remain largely unverified as to effectiveness in avoiding and/or reducing detrimental effects. Expanded monitoring of natural ambient and anthropogenic sound in Antarctic marine environments is needed to fully assess real-world noise exposure scenarios. While at an early stage, identification of “sound-sensitive” Antarctic species, potential “sound hotspots” in Antarctica and cumulative effects are beginning to emerge. Further studies of the responses of Antarctic species and populations to anthropogenic noise are essential to advancing evidence-based policies that are practicable while achieving conservation goals.
