Summary:

This paper presents the annual report of The Scientific Committee on Antarctic Research (SCAR) to the Antarctic Treaty Consultative Meeting. This year is an important one for SCAR because the organisation is celebrating its 60th Anniversary. SCAR is also in the process of developing a new suite of Scientific Research Programmes and invites dialogue with all interested parties, especially in light of the discussion of science priorities by the Antarctic Treaty Parties.

IP028: Anthropogenic Noise in the Southern Ocean: an Update

Summary:

This paper reports progress in the 2017-18 intersessional period in developing an update for the CEP on anthropogenic noise impacts on Antarctic marine wildlife. A comprehensive literature review has been completed, an expert panel convened and consulted, and input from a variety of sources considered. These inputs have been combined in a draft Background Paper that will continue to be revised and refined until final submission to ATCM XLII – CEP XXII in 2019.

IP044: A New World Meteorological Organization-Scientific Committee on Antarctic Research Joint Fellowship Program

Summary:

This paper announces a Joint WMO-SCAR Fellowship Program for early career scientists. Those supported will be expected to undertake research, on a topic that is relevant to the programme priority areas of WMO, at major international laboratories, field facilities, and/or institutes in or operated by SCAR member countries with the goal to expose them to recent advances in research and to develop long-term scientific links and partnerships. Selected fellows will not be expected to come from SCAR member countries in keeping with aim of the WMO Fellowship Programme to support the education and training of qualified and suitable candidates, particularly from least developed and developing countries, countries with economies in transition, and countries more vulnerable to natural disasters.

WP001: SCAR’s Environmental Code of Conduct for Terrestrial Scientific Field Research in Antarctica

Summary:

Recognizing the broad and extensive consultation that has been undertaken in the development of SCAR’s Environmental Code of Conduct for Terrestrial Scientific Field Research in Antarctica (available at Attachment A), SCAR recommends that the CEP considers the Code of Conduct for dissemination and encouragement of adoption when planning and undertaking terrestrial scientific field research in Antarctica.

WP016: Proposal for a joint SCAR/CEP workshop on further developing the Antarctic protected area system

Summary:

To address priority actions in the CEP Five-Year Work Plan and Climate Change Response Work Programme, the co-authors propose that the CEP supports the convening of a joint SCAR/CEP workshop on further developing the Antarctic protected area system. This paper presents a proposed workshop outline for Members’ consideration. The Committee is invited to consider this proposal and, if agreed, to: adopt terms of reference for the workshop; and, to support the establishment of a joint SCAR/CEP steering committee to consult with CEP Members and workshop participants to finalise and communicate the workshop arrangements.
