Two colloquia are to be held at the Universidad de Chile in Santiago, Chile in October 2019.
The first of these colloquia will be held on 22 October 2019 and will explore how Chilean, Argentinian and British Antarctic institutions manage these countries’ polar affairs. A comparative analysis will be facilitated in the discussion of these countries’ Antarctic institutions and strategies. Presentations will be given by Prof Francisco Tuñez (who is a political scientist from the Universidad del Salvador, Buenos Aires, Argentina), by Prof Luis Valentín Ferrada (the local host of the colloquium at the Universidad de Chile), and Giovannina Sutherland (an Antarctic early-career researcher of political-legal issues).
The second colloquium will be held on 24 October 2019 and will be a celebration and commemoration of the signing of the Antarctic Treaty on 1 December 1959. Prof Nelson Llanos (Universidad de Playa Ancha, Valparaiso, and Director of Centro de Estudios Hemisféricos y Polares) will talk about the historical context at the time the Treaty was negotiated and signed and about the importance of the Treaty in Antarctic history. Prof Francisco Tuñez will analyse the impact of the Antarctic Treaty on international relations and on the Antarctic Treaty System as an international regime. Prof Luis Valentín Ferrada will review the Treaty from the legal point of view by reflecting on its “legal architecture” and the meaning of its principal rules, i.e. a consideration of the Antarctic Treaty sensu stricto, and will analyse the dynamic aspects of the application of the Treaty in the work of the Antarctic Treaty Consultative Meetings and the development of the Antarctic Treaty System.
